@trade_dog_21, It is believed by some to lead the market in overall direction. But we know that things can easily whipsaw.
Nothing is guaranteed. However, I often pay attention to leading financial and tech stocks as market leaders.
No time frame in particular but I always go to daily and weekly charts for overall feel.
