The green indicator shows the actual hash rate. It is clearly trending up now that Chinese miners are beginning to find new locations to mine.
If it increases at the current rate, the projected blue buy signal will happen in early August. Of course on Aug 22nd there will be a major event, so I expect that between Aug 1 to 22nd BTC price will trend upwards.
