I think you are measuring the neckline incorrectly for the double bottom. Typically you would include the middle high in your neckline - which if you're being generous and including the wicks, would be as high as 3.27 on your chart. With the neckline at that level, a rough eyed target would be around 3.90 so it looks to have already executed and reached its target on that wick up to 3.89. Notice how it came back down after completion and retested the neckline as support before bouncing up again.
