I don't think so, you need the 2nd top to complete the cup first of all before a handle If this is a C&H formation I'd expect a pullback around $5 first of all.

could be, from looking at that I would would say the most valuable information that image gives is that the price broke the long term EMA and bounced off it which could signal a trend change
