If you look at my chart posted a couple of hours before yours I said the same thing. NOW what strikes me is that both right shoulders are higher than the left, so it is repetitive. In the 3 hour it looks like a rising wedge now. I love the volatility if you hit the ride in the right moment. But you need balls of steel if not ..

@foryou1, doesnt matter if is higher or lower, there are a lot of formations, no one looks like another :D is like butterflies, triangles etc. not all are the same.

@sirimport, drag a trend channel from the lower resitance to the first head from first shoulder and you will see when it goes down. and it does before hit the upper resistance on NEO/USD, target is 20$.
