I am looking into same PAY charts since August 2017. It never went up and has No chance to move up. Binance will NEVER list them bcoz Julian showed his arrogance last october by officially saying Bittrex is enough and he don't need Binance for liquidity. Now he is begging for that on twitter.

@a.shevelev002, PAY was my first buy in July last year. I had lot of trust on Julian then slowly i realised he only talks...only way this can move up if he is Not lying about EU banking licence and they get it in few months else many august will go by and this will still be at $1. btw, best of luck with ur investment.
