Can a bear market end without capitulation?

We haven't seen a big sell-off or capitulation.
VIX didn't go above 35.
Is this bear market going to end without a capitulation?

that was my question as well , but someone answered that the October lows was the capitulation

@elenaec, We haven't seen a high volume of sell off. I don't think October low was the capitulation. It could be bottom though.
