What are the basis of these assumptions ? the factors that have caused the significant alteration in the weakness of the Naira over the past 12 months are not based on techincal elements about testing moving via various levels. Its far more fundamental than that

These are based on purely T.A, not F.A.
Some Technical Analysts like myself would argue that we might not really need to dwell much on the F.A since T.A is a reflection of market sentiment, psychology, and Fundamental news all together.
So it is sufficient for us to position our trading decision and risk appropriately.
Personally I think both F.A and T.A are still the same speculation because even the best of F.A still goes sideways just as much as T.A.
You are right tho, it may be better to focus on the F.A when it comes to the Naira pairs.
