You're right, it does look very similar to the 2019 wedge. But the top of the wedge is still acting as resistance. It may need to hit the bottom of the wedge to get enough bounce to break free like it did in Mar 2019. We won't know until it actually breaks out of the wedge. Putting an alert on the top wedge line would notify us of the breakout.
