PUMP TO 19k in the immediate short term?

According to my noob-like TA... In the immediate short term, I am expecting BTC to pump to 19k and get rejected depending on the volume. Whales are most likely accumulating and buying every minor dip thus creating lower lows and higher highs as seen in the shorter time frames(15min - 4hr). I don't expect BTC to test or retrace back to the 16.5k level until it breaks the ATH, however, the greed index is currently over 95 so I might be wrong & the exchanges might try to take out all the high leverage traders with a scam wick so proceed with caution.
