Considered as bullish by the crowd which it is in reality but institution already in at lowest point with big position while current economy condition where its hard to find buyers to unwind/distribute their large orders. Bullish fact is their cue to unwind their position as much as possible, selling it back to the crowd at highest price.
Reaction: Market marked down as institutions sell at premium filled in by crowd/dumb money.
