upon fundamental news, raising Fed rate should strengthen the USD against EUR, this the normal way of thinking. however, if you think out of the box you will have some feeling that things will go in wrong direction. the key is in the statement followed by the fed rate declaration in this month, if they they say negative news about other raises in fed rate in 2016 then i think the market would take an action against USD.
taking into consideration what Dragi just said in the last ECP conference. you can feel that the EURO just recovered and the QE is no more useful and no need to weakness EUR against USD more.
