reason why we bounce up from 1398 area not from 1386

i'm set
sell 1407 stop loss at 1410 tp at 1400(sorry i'm not risking my bet with 1399 or 1398)
and buy at 1400 with stop loss at (1397-1387 area) tp at 1425 (again... no reason to risk buy tp at 1340 area)
