I'd consider a reasonably large capitulation even with a quick buy up (7-10%) with large volume to be a signal for the end of the bear. This will take time and the movement of price upwards will also take time, including bottoming out and a retest.
Patiently waiting it out will keep you safe and unless you're shorting either keep your capital safe or look for investments in other asset classes for now. I'm prepared for a wait of 3-4 years before even contemplating a return to all time highs.
