KGB.... VCP breakout previously. Currently it has pull backed a little. MA golden cross, RSI uptrend line is respected well too. I guess it's just a matter of time before it breaks ATH and find a new high. Banker chips at 50% and RSI at healthy level. Overall I'd say very potential to break new high, unless bad political news come out.
