There is really no indication here of up or down but the way btc has been moving so quickly up in such a short time period you have to anticipate these moves by taking good entry points and setting stop. if you wait for the breakout a lot of times you miss a lot if not all of the move.
This pattern is well known if you been in crypto currencies for awhile. These flags can play out for a long time and even though there known as bullish signs doesn't always break to the upside. From historical data I have looked at they do break down just as much as they breakout. But that is a lot of alts included which do tend to pump and dump. This is btc and I think were gonna see more upside before the ultimate market pullback that I believe is coming. Btc dominance is crazy high at the moment and it will need to work itself out. I think alts do have more downside before ppl start to put there money back in alts and we may really see some separation from btc and say maybe 50 alts and the other 1000 that will just be used by traders and pump and dump groups. There is a bearish divergence in momentum on the larger time scales which I think will lead us to the downside as we near this fork or immediately after the fork. but as of now I'm patient waiting and trading the range
