GBPUSD unable to capitulate on the Bullish Flag

Despite printing a Bullish Flag, GBPUSD is unable to break out of it.
So, maybe the bulls are out of steam now.
Best way to trade this is to sell at the upper TL and buy at the lower TL until it breaks out of the Flag pattern.
